GRAND TERRACE>> On Oct. 12, Grand Terrace City Council and City Manager Harold Duffey listened to Yanni Demitri, the city’s Public Works Director, discuss how the city’s road condition program was going to be implemented in the next five years.
Currently, the city has a pavement network worth of more than $34 million, and the council wanted to address the continued upkeep of the roadway system for its residents and businesses that needed the roadways to deliver their goods. The overall goals for the program is to: A) Identify the Pavement Condition Index (PCI) for the city and identify a minimum level of annual funding, B) Create pavement maintenance strategy that includes cost-effective balance of “preventative maintenance” and reconstruction/rehab to meet the city’s PCI goal, C) Survey pavement every 2-3 years for arterials/collectors and 3-4 years for residential streets. Input treatments and updated costs and D) Maximize use of existing funding sources. A minimum amount of funding that the city is looking for to keep a PCI index of 59 throughout the city is the main goal of the program.
The five year program will include the following breakdown of street repair and conditioning if approved: 1) Fiscal Year 2016-17: Slurry Seal 83 streets, repair 3,000 linear feet of Curb & Gutter and repair 5,000 sq. ft. Of localized pavement sections, “Dig Outs”. Slurry seal conditioning estimated cost is $1.1 million.
2) Fiscal Year 2017-18: Pave 11 streets, repair 700 linear feet of Curb & Gutter and repair 700 sq. ft. Of localized pavement sections, “Dig Outs”. Construct 30 A.D.A. Ramps, and all streets get new Thermoplastic Striping at a estimated cost of $1.1 million.
3) Fiscal Year 2018-19: Pave 15 streets, repair 700 linear feet of Curb & Gutter and repair 700 sq. ft. Of localized pavement sections, “Dig Outs”. Construct 30 A.D.A. Ramps and all streets get new Thermoplastic Striping at a estimated cost of $1.1 million,
4) Fiscal Years 2019-21: Pave 14 streets, repair 700 linear feet of Curb & Gutter and repair 700 feet of localized pavement sections, “Dig Outs”. Pave 14 streets at a total cost $1.1k.
The funding summary outline for this 5 year program is divided as follows: Gas Tax Fund—approx. $175,000, Spring Mtn. Ranch Traffic Mitigation Fund---approx.$195,000, Measure “I” Fund---approx. $850,000, Storm Drain Fund---approx. $90,000, Street Improvement Fund---Street Improvement Fund---approx. $1,300,000 totaling approximately $2,610,000.
The Pavement Management Program for the City of Grand Terrace looks to be going in the right direction.
