Grand Terrace Council Grapples with Budget Surplus

On Tuesday, Aug. 25, the Grand Terrace City Council received a monthly Financial Report on the status of last year’s annual budget as of June 30. City leaders said in a press release that although the numbers are unaudited, last fiscal year is projected to end with a fund balance of approximately $450,000. The release, sent from the City Manager's office, states that the balance is primarily due to lower expenses for the year and higher revenues. The city’s General Fund Expenses were approximately $4,374,000 (2 percent lower than projected), with revenue of approximately $4,825,000 (5 percent above projections), according to the release. Staff informed the city council that the revenue surplus should be treated as a onetime resource; thus, they should consider onetime costs and not commit to projects with year over year requirements. Staff also indicated that they would return to the city council during its first quarter budget update in October with options and recommendations, and how to "program the $450,000 in the most fiscally responsible way to remain consistent with the council’s 2030 Vision," the release said.
